On Thursday, 29 July 2026 South Tyneside Council voted to adopt the South Tyneside Local Plan (2023-2040), after the Planning Inspector found it to be sound subject to a series of modifications. For more details see the Council’s website.
This will have significant implications for East Boldon going forward, as it formally gives the go ahead for the housing development at Boker Lane, subject to planning permission being granted. The Church Commissioners, who own the land, are already in the final stages of submitting an outline planning application for up to 255 houses on the site which is expected to be submitted in the near future. The Forum’s position on the Boker Lane site is explained on this page.
Forum members will be consulted on the details of the planning application when it’s available. Although the Forum did object to the development of this site during the development of the Local Plan now that it is likely to proceed the focus will change to ensure that the final scheme is fully fit for purpose and complies with the Local and Neighbourhood plans.
The Local Plan also formalises a housing requirement for the Forum area of 465 new houses. The 255 new homes likely at Boker Lane and 202 at Cleadon Lane Industrial Estate, already approved, will count towards this.
The housing trajectory which forms part of the Local Plan projects the Boker Lane site to be built out between 2028 and 2034. The adopted LP requires 30% of these new homes to be designated as affordable.
The Cleadon Lane Industrial Estate site is currently subject to a delay relating to a new application to vary the conditions attached to the planning permission granted on appeal. This site is currently expected to take 7 years to build out.
